Are you talking about using it for access to your Apple Account after you forgot the password? For that scenario, the answer is no. The Trusted Phone Numbers that you previously set up on your Apple Account are the ones that can be used to send Verification Codes. It would not make sense to be able to change those when you do not have access to your account, otherwise any scammer could do that too and the Trusted Phone numbers would mean nothing.
