Mail app certificate-based auth error on macOS Ventura 13.6.3

I'm trying to set up the Mail app on macOS Ventura 13.6.3 to connect to Exchange using a certificate, but I'm getting the error: 'No auth plugin to verify credentials for accounts of type com.apple.account.Exchange.' If I set it up on macOS 15.3.1, everything works fine. Can you suggest how to fix this issue? I can’t update macOS Ventura to the latest version.
