I think the download & installation needs to happen via Wi-Fi, specifically. In another thread, several people mentioned toggling airplane mode on and off or disabling cellular data triggered download completion.
I do have a few other less-common ideas that could also potentially explain what you’re seeing. They are bulleted below and I’ve attached marked-up screenshots from How to get Apple Intelligence - Apple Support that indicate the relevant sections. If that doesn’t help, and if others here don’t have additional ideas, then contacting Apple’s tech support team is probably going to be the most effective way to troubleshoot this issue. i’ve also included some information on how to do this below.
- There is some delay between when you update devices and when background processes complete the integration of Apple Intelligence. After updating, give it some time and then try again.
- If you change the language, this introduces a similar type of delay. Again, give it some time and then try again.
- If you live in the EU, the min required iOS iteration is higher (18.4).
- At this time, App Int is completely unavailable if you reside in -or- if your device originated from PRC (mainland).
- Some features have regional unavailabilty. For example, I see in your original title, you indicated image playground is not working for you. It appears in some languages (Korean, Chinese) this feature is not supported. The complete list can be found by scrolling to the bottom of the website linked above.
The first couple bullet items should have resolved already, but I’ve included them for completeness. My sincere hope would be that the last two items are temporary, but that’s not certain & I have no reason to think it will be resolved in the near term. 😐 I would presume that the website will be updated to reflect any change.

Personally, I prefer to have advanced or complex communications by phone. I noticed phone support also includes a dropdown country selector, so presumably this mode of support is available in a variety of native languages. There is a chat support option too. Or you can schedule an in-person appointment at a genius bar.
