How to fix screen time and parental controls?

For months now I've been looking for a way to get screen time and parental controls to work but nothing seems to fix this. I'm on an iPad Pro MU0M2B/A updated iOS etc. and the two children are on similar pro iPads and iPhones around the same age. The problems are:

The iPads / iphones don't block usage at downtime with block at downtime on!

Almost every time I click on screen time for them there's no data or it's just plain wrong in multiple ways! Restarting settings seems to get some data to come in but it's almost always wrong again.

Not even on their devices is it saying the correct information at times.
