Blood Oxygen Update doesn't work

Apple Watch Series 9 and iPhone 15 Pro both updated to .1 versions to make Blood Oxygen Sensor operational. Install appeared normal on both. When I open the App, I get the same message as before about the app not being available. Restarted both, same thing.

Anyone else seeing this? I don't think I'm doing anything wrong.
