This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after the Apple Logo appeared indicating a re-start.
Have you already installed the 18.6.1 update from August 14? If not, try that and check, if the problem persists.
If only the Photos.app is crashing, the problem might be caused by a damaged or incompatible image file in your Photos Library or a damaged library. In that case it might help to erase the local copy of your Photos Library on the iPhone and rebuild it by downloading a new version from iCloud Photos. However, this is an expensive fix. You may have to name some faces again, as not all named faces are syncing with iCloud.
But before you do that, you have to be absolutely sure that all photos and videos are in iCloud. You did not answer Richard's questions regarding the state of your iCloud syncing. If you consider to rebuild your Photos Library from iCloud, check this and please tell us, what you find:
If you are sure, that all photos are in iCloud Photos, you can download a fresh copy of your Photos Library like this:
Does it happen for all images or only when you try to clean a certain image? Can you use other editing tools on the photos?
Are there any other known problems? Perhaps lack of local storage or iCloud storage?
Can you give us some more information?

Apologies Richard. I am at my wits end with this. Yes I have tried all the obvious solutions, but nothing works. I was hoping for something new. The safety filter is another aggravation. How am I supposed to clean-up my client’s photos when that thing creates pixels. These two things are driving me mad

That is not so surprising, as there has not been any clean-up tool on the iPhone in Photos before iOS 18 came out. It is a new feature, provided by Apple Intelligence, perhaps still work in progress. It is so new, that it is not even described yet in the iPhone user guide how to use the clean-up tool: Edit photos and videos on iPhone - Apple Support
Clean-up is working on my iPhone iPhone 15 Pro Max without crashes. Are you using any features on your iPhone 16 that are not available on the iPhone 15 pro Max, perhaps the photographic styles? Or the advanced camera controls?
Trying to edit portraits with clean-up is very tricky on the iPhone. It is hopeless to try to remove freckles or similar, because we have to zoom in, but when I try to zoom in on a spot and to center the view around this place I have to touch the display, and the area gets pixellated as soon as I touch the screen. It is much easier to do in Photos for Mac, because on the Mac I can zoom in and shift the enlarged photo independent of the clean-up brush.

Ahh-- maybe that's what I haven't been noticing!. I just tried it on my 16, and I can zoom without pixelation. But I can't slide the picture over. The same thing happens on a Mac in LightRoom with using Masks, and I find it frustrating to have to back out, move, and then get back in.
Yes the pixels are a pain too it’s a “safety feature” but it just gets in the way. I find clean up very useful and not difficult to remove freckles etc. I know this feature is young and I am hoping Apple fixes it.

I see that I was way unclear! What I was referring to wasn't the pixilation, but rather not being able to move the zoomed image without changing modes. To use Masks I have to zoom in, but then I can't move the area without zooming out. It could also be that I have not figured out which combination of thumb and finger pressing I'm supposed to use…
Thank you Leonie. I am terrified to do your Library thing. I’m not clever enough with these things and I would be very nervous I would lose the lot. I have 512 storage on the phone (16 Pro) and my photos take up very little space. They are all in the cloud. I am hoping Apple removes the safety filter. I cannot clean-up my client’s photos properly. I have flagged this and the crashing in Apple concerns.
All images. Everything was fine until the update before the last two. I am using the clean up and then suddenly it takes me back to the Home Screen and I have to start again.
It’s my 16 pro not 15
i have used 4.71 gb of 512.
30,000 photos all of which are in the Cloud.
