I want Make phone calls from my iPad using an app which app the best

I have an iPad six generation yes it has a Sim card and it has a phone number. However, I do not have an iPhone app on it can’t make calls unless my phone is used as the Wi-Fi calling or whatever you wanna call. Just wondering what the best app is not from Apple to use as a phone call app because I don’t want phone calls coming from my cell phone number. Please advice please
