So my started having touch screen issues once I got the update and now all I can do is click the buttons and those have a delay. Any way I fix without losing my data? I’ve done the up button down button and then click didn’t work

Your post is a bit confusing. You say that the touch screen is unresponsive but that you can click buttons but there is a delay. By buttons, do you mean the physical buttons?
If a forced restarted hasn't helped, the next step I would take is to restore the iPad from your backup using a computer.

That's too bad that you don't have a backup. You're supposed to do those regularly so that if something does go wrong, your data is recoverable.
I had the same thing happen. I decided to try “resetting my NETWORK SETTINGS” and after I did that… my iPad came back to life where Safari and all my other apps started working like they were supposed to do. So, you might want to try that on yours before going to the point of resetting to the factory settings.
