How do I get my 2800 songs back on iPhone 16?

most of my music - about 2800 songs - is no longer stored on my iphone 16. I’m not certain which update caused this but i can now only stream it. I’ve got IOS 18.6 (22G86).

I’ve tried syncing my phone with my laptop where i have complete backups for my phone, tablet and ipod. i’ve tried syncing with “no music” and the app says all the songs will be removed, then again with “All Music” but I still can’t get my music back on my phone.
