Restoring Time Machine backup on older macOS

I have a Time Machine backup created using macOS Ventura. Can I restore that data using macOS Recovery running on macOS High Sierra, an older operating system, using Shift-Option-Cmd-R? Because when pressing Shift-Option-Cmd-R and skipping the backup and reinstalling macOS High Sierra, it all says "The recovery server could not be contacted." Restoring that data on my exact MacBook.

No. MacOS High Sierra cannot use the TM backup made with the Ventura OS.


The recovery problem you are having with HS is a known issue related to the URL used by the downloader. It can be overcome. The fix is discussed and disclosed here: https://mrmacintosh.com/how-to-fix-the-recovery-server-could-not-be-contacted-error-high-sierra-recovery-is-still-online-but-broken/

Look at Fix #3.
