Will macOS still allow manual Time Capsule backups after the update?

With the update of MacOS the ability to perform backups to still functioning airport products will cease due to the standards not being up to date.

While the system doesn't support the automatic backup, does this also apply if you want to manually do a backup OR will that function too cease and we need to look into more modern technologies including but not limited to cloud backup?

Just to add a bit to Bob's reply. The Time Capsule, and a USB drive connected to an AirPort Extreme base station, can only "communicate" with a Mac using either the AFP or SMBv1 protocols for the purpose of Time Machine backups. Since neither of these protocols will be supported in the future macOS release, their departure renders those devices incompatible ...

... so, yes, the "solution" is to upgrade to file storage devices that support the SMBv3 protocol if your goal is to have a network device for a Time Machine backup destination. Note, support for this protocol is NOT required for directly attached storage devices, only networked ones.
