(Sequoia 15.6) System Settings only show general and spotlight

Pretty self explanatory problem, although along with this, I can't do anything file related at all. For example, If i try to upload a file into powerpoint web edition my cursor turns to a spinning circle and I eventually have to force quit the application and am given a crash report. I believe fixing one of these problems would solve the other, since they both appeared around the same time. Yes, I have tried restarting, booting into safe mode, and reinstalling the current OS. I would like to just factory reset but since I can't do anything with files or open time machine through settings - I can't make a backup. I cant pinpoint an exact date this happened because I generally stopped using my mac throughout the summer other than to watch YouTube. I have attached an image of what the settings look like.

  • When I select "AutoFill & Passwords" I am taken to the settings for that.
  • When I select "Spotlight" I am taken to access and change the settings for spotlight, not use it.
