Daughter can extend screentime automatically when time limit ends

On my daughter's iPad, I once was able to control her screentime, and then suddenly, I wasn't able to do it anymore. Every time the time limit for an app was reached, she immediately was given the option to extend the time (1 minute, 15 minutes, etc.). For two years, until we considered her old enough to get a phone, she has not had parental limits on her iPad because she could always extend them if she wanted to. She just got an iPhone this week. She linked her iPhone 16 with her iPad, and now it has the exact same problem. I have an Android, so I can't test monitoring it from my device. She is not trying to deceive me or get around anything.

Is the issue that I do not have an iPhone?

Has anyone had this issue -- and solved it?

Do I need to do a reset to factory settings? (I did that once for this issue on her iPad, and it worked for a while, then the issue bega again.)

Would creating a new appleID for her potentially help? (We tried it 3 times on her iPad.)

Any advice? I would have hoped I could monitor her device with apple's parental controls, but so far, that has not been true.
