Setting web control for child Screen TIme

I am unable to change the "Access Web Content" setting in my child's Screen Time controls. I have tried it from my account logged into an iPhone, a MacBook, and an iMac. I am going through:

-> Settings -> Screen Time -> Selecting "Family Member" = Child -> Content and Privacy

-> App Store, Media, Web and Games -> Safari "Access to Web Content" is set to "Unrestricted Access"

The pull down is active. I can select "Limit Adult Websites" or "Allowed Websites Only", but when I release it, it goes back to Unrestricted Access, even if it has asked me to enter my Screen TIme passcode. I can't find any system that will let me make and save changes to my child's settings. I had originally set it to "Allowed Websites Only," but it was making it impossible for her to use her school's Google Suite applications. This has gotten immensely frustrating. There has to be a better solution than having either access to *everything* on the web or google requesting access to 100 new websites every time it starts up. Argh.

Thank you for any help. I need to be at least able to limit adult websites.
