I upgraded to a phone with more storage so I wouldn’t have to keep paying for additional iCloud storage but now I’m not sure how to download all of the originals onto my iPhone. Like I have download and keep originals on but my storage says I still have 15gb in photo storage when iCloud says there are 60gbs.

As you've discovered, turning off "Optimize" doesn't automatically download the originals to the phone. You can tell the difference by tapping Edit-- pictures that don't have originals will begin downloading. So you could go through and start editing them all-- seems a bit slow and painful.
This is way better-- select pictures you want downloaded (I'd do it in batches) and then Share>Save to Files. It will have to download all the originals in order to save them. When it's finished downloading them, it asks which folder you want to save them to. You can cancel, so they don't actually get added to Files, but the originals have been downloaded.
