siri use to respond to hey siri with how can i help you. Now she gives a soft ding and awaits my question or command. how do i get her to respond to hey siri with how can i help you?

For newer iPhones, specifically the 15 Pro and later, support Apple Intelligence which replaced the old "How can I help you?" with the new Apple Intelligence chime. This cannot be changed.
That's correct and how Siri now works. There's nothing to change.
