Icloud Sync to Laptop Stuck on Updating

My laptop (windows 11 pro) will not sync to icloud, it is stuck "updating" all other devices like iphone etc are working fine. I have tried the usual sign out, log off etc etc but nothing is working. I do not have one drive that is not linked to the laptop. Can someone please help me.
