iCloud@Windows: Unable to delete photos

I installed the latest version of iCloud from the MS Store (I just uninstalled it and reinstalled it completely). Synchronization with Windows works—my photos are on the PC.


However, when I delete photos in MS Photos/Windows Photos or File Explorer, they are not deleted from the cloud. But they are also no longer resynchronized. iCloud@Windows apparently knows that the file is no longer wanted on the PC—but why isn't it deleted from the cloud?

I installed iCloud on a second PC (also running the latest version of Windows 11). But here too, deleting a photo on the PC does not delete it from the cloud. However, the photo is no longer synchronised with the PC, so the iCloud app definitely knows that the photo is no longer wanted on the PC. But how do I get it out of the cloud via the PC? There must be a reason for this...
