How to recover disappeared Safari tabs on iPhone?

Hello! Two weeks ago, I left the city to go to the countryside and all my safari tabs were gone. I think I closed the app, turned off my phone and I think soon enough it appeared again. Yesterday, I came back to the city and my tabs disappeared again. I thought about the last occasion it happened, and decided to go through similar steps, although nothing worked. I decided to wait overnight and it still didn’t appear. I installed the new software update and nothing happened. What should I do? I’ve heard that it’s a bug, but I really want all my tabs back. They’re not even in the deleted tabs. I’ll welcome any advice. Thank you!
