Family Sharing with organizer on android - not getting notifications and now kind of stuck.

I set up family sharing for my daughter who is under 13 not knowing that the organizer really shouldn't be an android user. It allowed me to set it up but I wasn't getting notifications for her to download apps. I later found out that the organizer should be an iPhone user so I wanted to delete our family sharing and put my wife as the organizer but because she is under 13 I can't transfer her to a new family sharing under my wife because it asks me to approve the notification that I never get. What's the best approach? Almost thinking to delete my daughters apple account and set it up again? Thoughts?

2. If asked, enter your Apple ID and password.

3. Tap Ask. If your parent or guardian is nearby, you can tap "approve it in person" and they can approve the purchase directly from your device.

4. After your parent or guardian buys the item, it downloads to your device automatically.
