Is it possible to initiate a FaceTime call to someone from my windows laptop?

No, While you can accept a Facetime call on a Windows machine, you cannot initiate one.

Initiate, no. But you can join
Join a FaceTime call from an Android or Windows device - Apple Support
To initiate chats from Windows, you will need to use Signal, or another choice. Apple iMessage is not an option here.
