Music keeps repeating the same songs on a playlist set to shuffle

Every time I try to shuffle a playlist, it plays either the same song over and over, or it will play a couple of songs, then go back to those same songs. This totally defeats the purpose of a playlist and shuffle. It’s irritating. I have to constantly skip songs.
