You would have to replace the entire upper deck assembly to accomplish what you ask. That involves both labor costs AND parts availability. A new deck with the right layout may not be readily available where you are, Having anyone other than Apple or an Apple Authorized Service Provider do the exchange will void your warranty. It is not a trivial parts swap.

The Mac keyboard Hardware generates Only a key-position code, regardless of the glyphs etched on the keys.

Translation to actual useable characters is done in software, and can be changed by using different keyboard translations.

Differences like what is generated by a particular key can be fixed up by changing the keyboard translation to the one you are used to.

The differences between American and International English keyboard are very small. Mostly, it's the two-story return key that is remarkably different.

Plus the international version has an extra key next to the z, a shorter left shift, and a key moved from the top to the center row. For touch typist, these can be really annoying, and they can't be fixed by changing software.
