We are all Apple users, like yourself, in the community, so no-one here can speak for Apple. We'd like to help, however. Apple itself is unlikely to see your post, or reply to you here, and doesn't always explain why it does what it does..

What if someone buys a 99c song every day for a week ? What if the bank charges transaction fees ?

For those with ongoing subscriptions, seems Apple requires a valid payment method is always available.

Eg: says:
"Multiple items may be grouped onto one bill : When you buy items or pay for subscriptions, your payment method will be charged at the time of purchase or within a few days."

Please note article also says:
"If none of your payment methods can be charged, your account shows a negative balance.
You can't buy, download, or update more apps or items until you update your payment method."
