iCloud based Contacts will NOT Delete permanently - they repopulate devices & iCloud & desktop

No matter what I do, after deleting some contacts from my Contacts lists, they REPOPULATE the next time I reopen my Contacts on the computer or on any of my devices or on iCloud.

None of the advice that has been offered to earlier versions of this same question posted elsewhere has been helpful - or effective.

After a recent upgrade in operating system to Ventura, many contacts appear in multiples. Linking them all together doesn't help. Deleting them doesn't help.

HELP please.
