why aren't my playlists syncing from desktop to laptop apple music

Perhaps because you don't have a subscription to Apple Music or iTunes Match, or you haven't enabled Sync Library aka iCloud Music Library in both computers. Unless you have an active subscription a new library will only show your unhidden purchase history and a default set of playlists.
