How to free up iPhone storage for Notes and store it to iCloud?

I have 185 gb of Notes stored on icloud; 203gb on iphone; there is lots of foto / video on it; i have recently ticked the option to save them to photo library. Why do all the notes keep taking storage of my phone instead of icloud. What do i do to decrease that to free up space so i can upgrade to new ios (i have 18.4.1)

Enabling iCloud for Photos, Notes, Videos, Reminders, Messages, and more, as depicted in the provided picture, means that if you delete any or all data from one device, it will also be removed from iCloud and all other devices linked to the same Apple ID. Likewise, the reverse is true as well.
