iCloud contacts won't sync across devices and the cloud

This issues has been existing for me for months, as well as one of my friend. Whenever I create a new contact on my phone, it won't upload to iCloud therefore when I message that contact, to my other devices it is just an unknown number. My other devices also won't sync to iCloud. I ask the community this because I just bought a new iPad Air few days ago, and when I set everything up and open messages, its full of just numbers and emails, and when I open contacts, it is empty. I called apple support, I was on the phone for an hour toggling switches on and off and finally got 49 of my contacts appear (I have 160) on my new iPad and I tried to wait the other ones out thinking it will sync on itself soon but that hasn't happened yet. This is really making me upset and I would like to find an answer on how I can resolve this issue, because software updates are not working, and apple support is also wondering why lol.

I did notice something weird if that helps, when I sign into icloud.com on my phone, there is no contacts option, I cannot view my iCloud contacts using the web on my phone. The only device that is syncing with my iCloud contacts is my MacBook. My phone which was bought in China is also signed into my iCloud, sometimes features aren't available to me or doesn't work well because of that but I highly doubt it is that case.

Transferring Data to a a New iPad:

You should have set this up with Quick Start. What is installed on your old iPad will be transferred, if compatible. So, once complete, remove what is not needed. See here: Use Quick Start to Transfer Data to a New iPhone or iPad - Apple Support

Updates not Working:


A. Turn Off All VPN Connections:

Are you using a VPN connection? If so, turn it off. This may be no more than an issue with communication with Apple's servers.


B. Update Using a Computer:

Have a Computer Handy? If so, try using a computer to update. Use my User Tip: Making Use of a Computer for Updating an iOS Device - User Tip. If any updates are availabe, they will install, sure enough.

They have transferred, but not all of them, correct?


Troubleshooting Missing Contacts:


A. Enable Contacts in iCloud Settings:

See If “Contacts” is somehow disabled.

  • If it is disabled, then enable it.
  • If it is enabled, then disable it and then re-enable it.


B. Also, Try the Following:
