Notes doesn't sync

I need to open BOTH apps on both my devices to make Notes sync. Is this normal? It used to, at one time, sync in the background with the apps quit. Is there some setting I am missing? It's pretty irritating when my computer is at home and my shopping list won't sync because I am not there to open the Notes app.
