Unable to change photo privacy settings in iOS 18.5

In the privacy section in screen time/ photos section the photo are always on allow change and it cannot be changed to not allow changes in the iso 18.5 and also in iso 18.6. All the phone in that I checked has the same issue In our Arab gulf countries . Do any of you have the same issue in your area?!
