icloud photos shows all photos but not allowing me to copy to other folders.

I copied over pictures taken July 20 on July 21 from my iCloud Photos folder to another folder as I usually do. When I tried to download any pictures after that were taken on July 21 to July 29, I can't. Every time I try, the window comes up to show transfer and then times out every time. I have tried multiple times. I tried first what i needed for that date to put in a folder, then I tried one at a time. Nothing is working. And I am only moving a few pictures, not a great amount. In the past I have been able to move any number of photos in one attempt, with videos, from the iCloud Photos drive to another folder.
