Hi I get the available storage capacity when storage is full ,to make room if I delete my photos on iPad are the lost forever ?TIA

Deleting is deleting.
If iCloud Photos is enabled, adding or removing photos will add or remove those photos everywhere.
Once the deleted photos are no longer in Recently Deleted album, the photos are permanently and irrevocably gone.
The local storage is not all photos either, it’s a cache of a subset: Manage your photo and video storage - Apple Support

Are you using "Optimize iPad Storage?" This can free up more than 80% of the space used by Photos and keep the number of pictures there the same.
I think this is the point of the link that MrHoffman provided.
Will deleting photos on iPad also delete them from iPhone?
