Photos won't send in messages app

I was trying to send photos to a friend from my iPhone, and because of low space they wouldn't send. I thought the problem could be solved by freeing up some space, but it didn't do anything. I reset the phone, I cleared off space, I updated the system, I turned on and off Low Quality Image Mode, and I turned off and on iMessages. No matter what, I can't download the photos, and I can't send the photos either. They just show up as a stack of HEIC files that won't send or download.

I can't get any iCloud space either.
