Photos will not sync to iCloud for years and through multiple phones.

My iCloud photos have been stuck on 6% for about 5 years. I already tried resetting and restarting the phone, turning iCloud and syncing off and on again, and turned off low power. I have plenty of available space free (1.5 TB remaining). I tried every single suggestion from previous threads. I left it fully connected to charging and over WiFi overnight every single night for the past 5 years and no progress has been made. I deleted any large videos that could be holding it up. Nothing has resolved the issue. Other iCloud services like calendar and notes are working perfectly fine. I started on an iPhone 11 then the issue persisted when I transferred to my 13 and the issue now still persists on my 16 Pro. I asked the employees at the Verizon store and they said it would be fixed by upgrading the phone but no progress has been made. How do I find where it's getting stuck or how do I fix it? I also already tried using multiple different networks with no success. Without this I can't use the people and pets and other features.

I'm not really sure what that includes, but you did list some good ones. You say you have 1.5 TB-- is that out of 2 TB? If so, I wonder what's taking up 500 GB of iCloud space when iCloud syncing is not working. Is some other device also connected that is working?

You didn't mention storage space on your phone-- can you tell us how much is free out of how much you have? Is it at least 10% free?

What do you actually see at iCloud.com? Does 6% look right? What happens if you upload a picture to Photos at iCloud.com-- does it show up on your phone?

Do you have a backup of your Photos someplace?

Do you figure there's no hope in going back to Verizon?

Yes this is out of 2TB. I'm in a family plan so the 500 ish GB is taken up my one of my family members.

My storage on this phone is 256 GB and I'm only using 63.8 GB. Most of that is applications.

On iCloud.com, there's around 100 blank images and videos from before I even had a phone from 2014-2015. It won't let me upload anything from there the button is greyed out. This is not 6% because I have about 900 stuck uploading right now.

I don't have a backup.

Verizon when I asked said they don't know any fixes besides upgrading.

Obviously that's what they say when then don't know what else to say. The one thing an upgrade might do is clear out a lot of leftover nonsense stuff, so it's not awful advice-- too bad it didn't work.

You need a backup of the pictures if they are important to you. Do you have a Mac? Or can you use a PC to back up your phone?

Of course. I use iCloud, but I have two (and more) other backup methods. To be clear, iCloud is not a backup service, it's a synchronization service. If you make mistakes, delete, or mess up your work, those mistakes will be immediately copied to iCloud. There is no backup implied, here. iCloud Photos isn't a separate storage device like an extra hard drive. When you engage iCloud Photos on a device, then the Library on that device is kept exactly the same as the iCloud Photos Library, and vice versa. So, for instance, if you take a picture with your iPhone, it is added to the iPhone's Photos Library, copied to iCloud Photos Library, and then copied to the Photos Library on each of the other devices that you have connected. If you delete a picture on iCloud, it will be immediately deleted everywhere else. That's what "synchronization" means. You may want to re-think whether you really want to use iCloud or not, especially if you don't have other devices connected to iCloud for sharing.

Several things I can think of to help may pose some risk for you iPhone's Library, so it would be good to have a backup.

Transfer photos and videos from your iPhone or iPad to your Mac or PC - Apple Support

One non-risky thing to try: select some pictures, and then do Share>Copy iCloud Link. To make an iCloud Link, the pictures have to be in iCloud, so I have seen this prompt an immediate sync.

Let me know if that does anything…
