if you have an older version of iOS that was not installed on your phone—

Home Screen > Settings > General > iPhone Storage

Scroll to the bottom of the list to see if there are any old iOS update listings(?)

If yes then tap on the old iOS update, then tap to Delete

Were you ever able to get this resolved? I've been trying for 3 days on my 14 pro max .... have the same issue as you

I'm having the same issue. Along with this, none of my Apple Pay cards work, I'm getting the error "Apple Pay will be available when updates are complete."

Deleting the update and then restarting the update doesn’t work.
