Hey, that happened to me before. I think I might know a small problem. Maybe it's because your phone has water damage which might mess up the storage you might not get your photos back but you can ask Apple to help you, but Apple will probably say that it's not fixable so you should try some stores not just Apple store
No backup means no recovery
