My text messages are missing at night on iPhone and iPad, how do I retrieve them?

I am not getting text messages at night on either iPhone or iPad. I don’t mean notifications. The messages aren’t there and syncing doesn’t find them. I have do not disturb for notifications while I’m asleep, but the messages used to keep coming. Apple says it’s the provider. I am not at home where I have Comcast; the provider here is FIOS. Is FIOS really responsible? It sounds highly unlikely to me. Is there anything I can do to retrieve them. Because of the time difference I could be missing some non spam texts.

Text message is a phone carrier feature, not Apple. You pay your phone carrier a monthly fee to use text message not Apple.
