2 TB plan but finder says not enough space for 0.4TB

I have the 2 TB iCloud+ plan. Trying to copy a large 0.4 TB folder to iCloud Drive in finder but finder reports there isn't enough free space to copy. (I know it will take a long time.) According to Settings/iCloud, 0.191 TB used. Using Sequoia 15.5 on a MacBook Pro. Any idea what is going on?

How much free space do you have on your hard drive? iCloud is a sync system, so you would have to have at least 400 GB free, copy 400 GB to the drive, and the let iCloud upload it.


You can upload data using the web interface too, but I don't know if that will handle 400 GB.
