Unable to download apps from my App Store on iPhone

im unable to download anything in my appstore on my iphone. when i download something the download circular motion appears but it disappears after a few seconds and quickly returns to "get", I have clicked numerous times and It still appears this way... i shut down and restarted my phone, signed out and signed in to my apple id, checked my country and region, checked my date and time and nothing works. also i noticed that my purchased app list is empty even tho it shouldnt be and every single app in my appstore has the label "In-App Purchases" including the applications im aware of that isnt involving in app purchases... a response is very much appreciated!

Downloading Apps on an iPhone:

Update your iPhone:

iOS15.6 is the most-recent iOS version release that is not beta. IMPORTANT: If you have an option to update, however, then be certain you back up your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update

Successfully Deleting a Downloading Apps from the App Store:

It may be a synchronization issue. So, try the following...

A. Close All Apps:

Apps may be open that are not reasoning or are pending downloads or updates. So, save what need be, and then close all apps. Hold you finger down as you swipe up form the bottom-left corner of your screen. Then, close all of these open apps, by swiping up quickly for all apps.

B. Perform a Force Restart:

Try Force Restarting your iPhone. Save any information that need be. Then perform the Force Reset. See if you can then perform this. Go Here: Force Restart iPhone - Apple Support

iOS 15.6 is NOT the most current iOS 15 release. iOS 15.8.4 is.
