Sidecar can't connect wirelessly due to unavailable iPad Wi-Fi

I can not get Sidecar to work , with or without a cable and keep getting this message " Sidecar can’t connect wirelessly because your iPad’s Wi‑Fi is not available. To use Sidecar wirelessly, turn on Wi‑Fi and make sure it is not in use for Personal Hotspot. " i pad and laptop are on the same network , with the same ID , running 15.5 and OS 18.5 on the iPad , please help
