iPad runs iPadOS - not macOS. The functional equivalent of the macOS Launchpad on your iPad is the iPad's Home Screen(s), Dock and App Library:

You don’t. I suppose you could make a folder and put all your apps in it. However, I would say that the App Library is the closest equivalent.
So, i made a windows start menu using shortcuts. You can also make one by making a shortcut, getting "choose from menu" and making the assets there. After you got all assets, (You can make a shutdown, restart log-off aka. Lock screen and open app asset) you click "add to home" and then select you icon. If anyone helped, your welcome.
