Send message action in Shortcuts app not working on iPhone 11

Shortcuts app was working well until last week. Now the send message action is not working

error

Send Message cannot run There is a communication problem with the app

This is on iPhone 11

reinstalled WA

reinstalled Shortcuts

updated ios 18.6

briefly started working and then stopped

Send Message Via WhatsApp action works well

send messages via sms works well

send Message action using WhatsApp sends messages to myself but not to others

reached out to apple support

whatsapp support No help

you are my last hope
