Private Relay stuck on same location all day

I often use Private Relay on my M3 iPad Air (iPadOS 18.5) I have it set to use Country and Region as location. It’s worked fine until today. Now, it acts as if I have it set to Maintain General Location instead. An IP check has showed my home city all day.

I’ve tried toggling back and forth between the two location settings, and turning Private Relay off for awhile then turning it back on. None of that helped. Then I tried restarting the iPad, but that didn’t work either. Private Relay stays stuck on my home city.

I have a feeling this might be an iPadOS problem since Private Relay is working great on my very old iPhone.
