Can I add music to Apple music from my collection that is not available from Apple music?

Two early Budgie albums are available on the app But they have over 12 albums, which I own on CD and vinyl. Badlands has 3 albums, and only one song from their second album is available. I have a windows laptop with a CD/DVD drive and none of the techs I've dealt with can figure out how to do it, but they all say it should be possible. HELP!
