contacts did not transfer over when switching carriers

I switched from Verizon to visible yesterday but only a small percentage of my contacts stayed, I didn’t change phones and all my iCloud syncs for contacts were on. Were they saved on the eSIM and when I made the change are they gone? I tried restoring from the iCloud site but nothing has changed
