How do I recover disappeared Apple Music downloads?

I’m experiencing an ongoing issue on my iPhone 13 where my downloaded music, playlists, and favourite songs are repeatedly disappearing from my library. Everything is still there so to speak, but there are no downloads. I have already attempted all the commonly recommended troubleshooting steps — including signing out and back into my Apple ID, reinstalling the Music app, updating to latest firmware, turned optimized storage off, verifying that Sync Library is enabled, and even performing a device reset — yet the issue persists. This is not only frustrating but also significantly impacts my experience with Apple Music. I believe I speak for everyone when I say I don’t have the money for data to be listening to music offline that is supposed to be downloaded, and is instead eating up my data. I also don’t have the time to manually redownload my 40GB of songs every time this happens. I would appreciate immediate assistance from an expert to identify the root cause and resolve this problem once and for all, and for all.

I don’t think this is a simple glitch that a few experienced. This needs to be fixed in an iOS update for all Apple Users. It seems that they have tagged this question as already having been answered, but my issue still exists and I found the only solution to be creating a playlist with every song in my library, so I can manually download that instead of all of my albums individually.
