MacBook Air late 2011 I think error -1007F

I have a dead battery issue to start with. The charger also died so I bought a new charger. The old power cord was ruined when I recently I found it again and tried to start it. At first only the blinking file and question mark came on, and if I disconnected the power cord, it shuts off right away.

I read about the alternative startup. Command/ option/ r and it tried to access online support, but now has planet outline with exclamation on the screen and apple.com/support and -1007F on screen.
