javascript not working in safari even after updating to iOS 18.6

For months now I can't even do a simple google search in safari because it won't load javascript. I've cleared my web data and restarted my phone but yet it still doesn't work. when I click a link in an app to load a webpage, the page just loads white or blank. even in google when you see the alternative questions with the drop down arrow next to it, I tap on them and nothing happens. I've been having to copy all links I'm trying to view from safari to chrome which is so annoying. and I'm also starting to get this "system detected usual activity garbage in safari even though I'm not doing anything wrong nor am I running a vpn. This is very frustrating that I can't get anything done one my phone anymore.
