Messenger app has activation issue and doesn't shut down

I try to use Messenger to send a message, It says Messenger needs to be activated, but if I try to activate it the program has a spinning wheel and won't quit. I have tried force quit and complete shut down. Neither helps.

In fact the screen went black on shut down but opened immediately back to the problem page.
