Do you have a subscription to Apple Music? Do you have iTunes for Windows and Apple Music for Windows installed on the same computer? With Apple Music (or Devices or TV) installed iTunes is limited to managing audiobooks and podcasts so cannot be used to display or remove music playlists. Depending on the original source of the playlist and how it was synced to the iPhone deleting it from there may cause it to be removed from the device/cloud, but not removed from other cloud libraries where it may become a list that isn't shared to the cloud. You should still be able to remove the list from iTunes/Apple Music directly by right-clicking on its name in the sidebar.
